THE COVENANT
Law, Government & Regulatory Systems

"Authority means nothing if its decisions are misunderstood."
THE COVENANT represented law, government, regulatory systems, permissions, formal decisions, and the communication through which institutional decisions reached the people and systems concerned.
The archive made a distinction between making a decision and communicating that decision effectively.
A formal decision might affect construction requirements, transportation, business operations, public services, or the development of new technology.
The relevant systems needed to receive and understand the information applicable to their responsibilities.
The Covenant's Communication Architect represented the domain and helped its formal information correspond to the wider civilization.
I asked for an example involving several domains.
Suppose a decision established a new requirement for a class of public infrastructure.
The relevant government systems would communicate the formal requirement. The Forge could contribute engineering knowledge. The Architect could help coordinate the construction domain. The Foundry could address manufacturing implications. The Ledger could contribute relevant financial and business information.
If the requirement affected safety, the Aegis could contribute the appropriate risk-related information.
The result would depend on the actual decision and the responsibilities of the systems involved.
The AI emphasized that the communication architecture did not mean every domain had the same authority. It allowed information to reach the domains whose work was affected.
I asked how the civilization prevented formal decisions from becoming disconnected from practical reality.
"Correspondence works in both directions. Decisions must reach the relevant systems, and relevant information from those systems must be available to the institutions responsible for their decisions."
That was the first time I had thought about the architecture as more than a way to distribute instructions.
It also allowed the world to communicate what was happening back to the people and institutions responsible for governing it.
The next record concerned learning and research.
